Following World War II, multinational enterprises (MNEs) emerged as the main actors of economic globalization.¹ The rapid growth of foreign investments, and the adoption of international legal rules that encourage international trade, allowed MNEs, based mainly in Western countries, to develop their activities throughout the rest of the world.
